About Elton Culpepper

Elton Culpepper has dedicated his life to public service, small business leadership, and community growth. A longtime resident and passionate advocate for Folly Beach, Elton brings decades of proven experience and a deep love for the Lowcountry to his campaign for mayor.

Elton made history as the youngest mayor in the United States when he was elected to lead the City of Walterboro, where he served with distinction for 12 years from 1977 to 1989. Under his leadership, Walterboro experienced steady growth and strengthened community engagement—qualities he’s now eager to bring to Folly Beach.

A successful small business owner, Elton operated and co-owned Piggly Wiggly locations in Walterboro and Folly Beach for nearly three decades (1987–2013), supporting local jobs and families. He later transitioned into real estate, helping others find their place in the Lowcountry as a licensed Realtor for over 11 years.

Elton and his wife, Charlotte, have been married for 49 years and are the proud parents of two married children and grandparents to four. He’s owned property in Folly Beach for 41 years and has been a full-time resident for the past two decades—building strong relationships with neighbors, business owners, and community leaders.

Now, Elton is ready to bring his lifelong leadership and unwavering commitment to Folly Beach as your next mayor.
